iPhone 4s activation

hi guys, I got a iPhone 4s hand me down a while back. My bro can’t remember the password. Is there a way for apple to email a reset link to the registered iCloud account?

If your device is Activation Locked, you will need your brothers help as long as he is the original owner of the phone.
