Subscriptions need a payment method that can be charged automatically and periodically with open authorization in advance. Not sure if PayPal accounts allow for that at all, or if they need a specific setting.
If none of your payment methods for your account are accepted, the consider using account balance (like store credit for your Apple ID account). That will work for starting subscriptions, if at least one regular billing cycle worth is on the balance.
