icloud backup

how can I find out what is actually saved on my icloud. my iphone storage indicates 28.4 GB but my icloud indicates 18.2 GB, therefore 10.2 GB is not saved to icloud

Settings>Your Name>iCloud>Manage Storage will show you everything that is being backed up to iCloud. Your backup should not be as large as the amount of storage that is on the phone. Apps are not backed up, nor is the system software which take up some of the device storage.
