What do I do if my iPhone ‘OTHER’ storage takes up 63.5 GB of 64GB?

What do I do if my iPhone storage is completely taken up by the ‘other’ storage and still doesn’t reduce or go away when I format my phone?

iPhone 6 Plus, iOS 12
