i want to enable the root user and enable verbose boot for mac os 9. where is its terminal app? (mac os 9.2 on PowerMac4,2)

The PowerMac 4,2 is the iMac G4 800 Mhz, and may be other machines. Apple menu -> About This Macintosh will tell you for certain. This computer could be upgraded to Mac OS X 10.4.11, which has parental controls in Apple menu - > System Preferences, and you could remove Mac OS 9 or use it strictly in Classic by not enabling Mac OS 9 drivers.
There isn't one. Mac OS 9 isn't based on UNIX.
Unless you're using a child or managed account, you'll have the equivalent of root privileges automatically.

you already have root privileges! classic macos isn't based off unix, so it's the only option. have fun with your newfound root account!
