I’m not able to use few applications and apple pay on my device. I already changed my region which support apple pay, but still I’m not able to use it on my device

Go to Settings > Wallet & Apple Pay. Tap Add Card. Follow the steps to add a new card. If you're asked to add the card that you use with your Apple ID, cards on other devices, or cards that you've recently removed, choose them, then enter the card security codes.
I’m not getting apple pay option in my wallet.
first they ask me to change my region, so I changed it. But still I’m getting same error. You need to change your region.
