is there a screen setting on Apple TV to set the the screen display so this stops happening? I have tried a bunch of setting, I am currently set to 4K HDR@60hz.

Zoom mode might get activated (accidentally) if that function is set for the Accessibility Shortcut (triple-click Menu/Back).
Add an accessibility shortcut to Apple TV - Apple Support
Uncheck all functions to de-activate the shortcut.
Could that be it?

Unplug the Apple TV from it's power source for 2-3 minutes, plug in and then re-test.
display sometimes go to a zoom mode and i have to turn off and on to resize display
