How to restore missing photos from Apple id

I make a new Apple ID , the suddenly when I log in my old Apple ID the photos were already gone.

If you're missing photos or videos in the Photos app - Apple Support

- Make sure that iCloud Photos is turned on

- Sign in with the same Apple ID
