Two Things...

A. Why the Charges?

There are charges because these are items for leasing. Once you close an account (or it is closed however so), you can no longer use them. Once removed form iTunes, you cannot longer download them.

B. Don't Recognize a Charge?:

Does anyone other than you have access to your devices? If so, they may have made a change.
