I have plenty of storage space available bit my photos are not uploading to the cloud. When I try I am being told that I have used all my free5GB storage and need to buy more. However this is not the case I have only used a tiny fraction.

Are you attempting to backup your iPhone to iCloud as well? How many photos are you attempting to add to iCloud photos? The combination of both, is most likely to exceed the 5 free GB of storage. For more information visit: Manage your iCloud storage
