Some of my contacts are not in my contacts list for my iPad

Enable Contacts in iCloud:
Once Contacts is is enabled on iCloud, then all would be uploaded to iCloud, and therefore resync.
On an iPhone and iPad:
Log into iCloud on the new iPhone. Then, tap Contacts in iCloud settings, making it green.
- Go To: Settings
- Tap: Your Name (Top-Item)
- Tap: iCloud
- Tap: Contacts (so that it is green)
