Do you have to have an active Apple TV subscription in order to watch content on other apps? i.e. can I watch Netflix (with an active Netflix subscription) using an Apple TV device if I do not have an active Apple TV subscription?
The Apple TV+ subscription is only needed to access Apple TV+ content (Apple Originals) in the Apple TV app. It is completely optional. Other apps are independent of that. Even other content in the Apple TV app is independent of that.
