My apple ID is activated but I can't use podcast connect to upload our podcast rss

I've spent the entire day trying to get our podcast rss feed into Apple. We host it on Anchor fm and I understand this has to be done manually on apple. This is not for sale but a free podcast

I've had to repeatedly input credit card number (worrying), and typed in 2FA text messages until my fingers bled. I still can't get past this screen (attached image). The 'learn more' links to a dead end page.

Please tell me how I can get our podcast listed without any more grief. Thank you.

Have you authorised your computer to play itunes Store/Apple Music purchases? (Menu Account>Authorisations>authorise this computer). If you've done that and it's still not working I can only suggest you contact Podcasts Support: https://itunespartner.apple.com/contact/?content_type=podcasts
