my ipad is not starting up but instead has an image of the cable to be attached to the computer

I updated my ipad but now I cant get on. There is only the power cable pointing to the laptop that is been shown on the screen

Your iPad needs to have iOS reloaded

You should see a website address on the screen, if you go to the site it has directions to follow.
