I am not an Apple User, but I have subscribed for Apple TV Plus.
My Smart TV is not listed as device able to download the app. Is it possible to watch it by using the tv´s browser using the following address? https://tv.apple.com/br as well as using browser on pc?

No you need a device such as an Apple TV 4K or Apple TV HD (both are hardware) that will receive the Apple TV App. You can find a list of compatible devices in https://www.apple.com/apple-tv-app/. Scroll down to the The Apple TV app is everywhere

Not all sites work with TV browsers and there can be performance issues. Streaming services will typically choose to require the native app. Apple does list specific devices for watching on the web. Again, there is no harm in trying it if you want to see whether or not it works. If it doesn't then the app is also available on other devices as per the link.
Well to make a long story short, they simply were never designed to. There is no reason you cannot try however I think you will be extremely disappointed.
You can watch via browser on a PC but I don't think it will work on a smart TV, although you are free to try.
