Credit card is declined. Can not change country in apple id

Why I can not change country in the apple ID and apple pay if i am in another country?

Credit Card declined My apple id is registered in USA because my country is not available in regions. And I want to use apple tv+ for free one year with new phone so I need to set my credit card (apple pay is available in my country) but i cant because my account is set on USA so my card gets declined. What should i do?(I mention again that my country is not listed in country / region)

I can't change my payment method, as I'm not allowed to change my country I have changed my bank as I moved countries, and need to change my payment info- but for some reason I'm not being allowed to change my country. So the card info that I'm giving is not compatible with the country that is listed on my apple ID. Why is that happening?

Check the link below to see if Apple Pay is supported in the region you are trying to change to. Also notice the links for the banks and credit card issuers in the region that support Apple Pay.
