How and where do I go in settings on my Iphone 12 to set it up where my name shows up on caller Id when calling someone?

Check with your carrier. Most carriers ship around the calling number, and not the calling name. The show-calling-ID setting selects whether the calling number or a blocked message is seen by the recipient, and not the name. The call recipient can show the number themselves, by adding your calling info into their contacts information, or you can use shared the contacts if this is within a Family Group.

settings - phone - show caller id
