Target display mode has been abandoned by Apple for some time, now.
The implementation has been troublesome and problematic. It's much better and easier to just buy an inexpensive monitor for the Mac mini.
However, as Apple states them, here are the rules for target display mode on iMac:

Per the link above:
• Only a handful of iMac models and years ever supported the feature.
• Make sure that your target iMac is using macOS High Sierra 10.13.6 or earlier.
• The source Mac must have been introduced in 2019 or earlier and have macOS Catalina or earlier installed.
