Make sure the keyboard and mouse have been charged or have fresh batteries.

You can recharge them as described in the article above the subject of this thread.

If the devices were previously used with another Mac or device, make sure you have reset or unpaired them from that device.

Can you tell us what model year Mac mini that is and what macOS version it is running?
