Is it possible to add ATT TV app through Apple TV on a new LG OLED
?

If you have the Apple TV box (4th generation or later, tvOS 12 or later), then you can install the AT&T TV app, by getting it from the on-device App Store.
If you have the Apple TV app on your smart TV (not the box), then that doesn’t give you access to tvOS apps.
