Am I paying twice for iTunes Match?

Hi all,

I've subscribed to iTunes Match since 2013 and I signed up to Apple Music Individual plan when it first came out. I have seen on the web people saying that iTunes Match is baked into Apple Music but I can't find anything from Apple to confirm this. I have seen one promo page that says you can "Share your existing music library however you want" if you subscribe to the Family Plan.

Is iTunes Match available to Apple Music Individual subscribers or only to the Family Plan? Have I payed for iTunes Match for the last six years unnecessarily?
