dark mode doesn't work on safari

even though my Mac is in dark mode when I open safari it just doesn't work. its back to normal only on safari

MacBook Air 13″, macOS 11.2

actually not just safari even chrome and I think all apps but my system preferences says it in dark mode what's going on?
