I have a friend that does not have wi-fi. She is using her iPhone 6 and iPad as hot spots. She needs to be able to print to an HP printer. Does she need some kind of adapter cable that will let her plug in her printer with a USB cable and her iPhone 6 also?

That will not work. Some HP printers can set up an ad hoc WiFi network and if it can, and it supports AirPrint, she will be able to do so.
