App Tracking - Why Won't It Work for my AppleID

Hello, I just have a simple question regarding AppleID and App tracking. The question being -- Why when I go to setting>privacy>tracking does it give me the message: The setting cannot be changed because your AppleID does not meet the minimum age requirements. What are the age requirements? Are the apps now tracking me? In essence, what does all this mean?
