Why can’t I get any apps?

Maybe your payment card is out of date or has a different country to the phone

Maybe you have VPN installed. If so uninstall it.

Also look at Screen Time.

Settings, Screen Time, Content and Privacy Restrictions, iTunes and App Store Purchases, Installing Apps, Allow “on”

or turn screen time completely off.
