You don’t hook up Apple TV to Sonos Arc. Sonos is intended to connect to a TV: “Connect Arc to your TV's ARC/eARC port”.
Apple TV →[HDMI]→ TV →[HDMI ARC/eARC]→ Sonos Arc.
Set your Apple TV to output to TV speakers, then let your TV passthrough the audio to the Sonos.
