I bought the $2.99 option for more storage and it still tells me to delete pictures and camera doesn’t work

The 'full' message will be in regards to your phone storage, not iCloud. Have you turned 'optimize storage' on? If not then using iCloud photos will not reduce the space taken up by the photos on your phone.
