All I have is an iPad so I can not restore using iTunes

iPhone is disabled & I don’t have a way to restore using itunes

You will need a computer to reset the passcode to the iPhone which is disabled. You can use a Mac or a Windows based computer with iTunes. Your iPad will not be able to connect with your iPhone and reset it. Try and borrow a computer form a friend or a family member. If not then visit your nearest Apple Store and see whether they can help you out.
