No 'Options' button next to Photos in iCloud

I want to enable Shared Albums on my Mac which I can see on my iPhone. Every help forum I've tried says to click on iCloud and then the Options button NEXT to Photos to turn on shared albums. But there is NO options button next to Photos. I'm updated to macOS Big Sur 11.5.1.

Mac mini, macOS 11.2

No Options button is involved. See the following from How to share albums in Photos on your iPhone, iPad, and Mac - Apple Support

On your Mac, open the Photos app. From the menu bar at the top of the screen, choose Photos > Preferences. Click the iCloud tab, then select Shared Albums.
