I get neither delete app option or the x when the icons jiggle. What’s wrong?

Can’t delete apps per instructions. What’s wrong?

Please check: Settings - Screen Time - Content & Privacy Restrictions - iTunes & App Store Purchases - Deleting Apps = Allow.
