want .csv to always open in Excel

How do I permanently change the default program that is used to open .csv files?

Keeps reverting to Numbers, which I don't want.

Selected Always Open with Excel, but it does not hold.

iMac, macOS 10.13

Select a .csv file, press "command + i" (Get Info). Change "Open with:" to Excel, click the Change All button.

mojave 10.14.6 How does one change the default application for opening a downloaded in a given format? In my case, using Chrome, .cvs files automatically open in Numbers, for Pete's sake. I want Excel to be the default. Thanks
