How do I buy pass the activation lock? I bought an Apple Watch series 4 from someone but I can’t pair it with my iPhone because of the activation lock and I can’t contact the person for their iCloud and password

You cannot bypass an activation lock,only the person that you got the watch off can do that by following all the steps on this page;
What to do before you sell, give away or trade in your Apple Watch, or buy one from someone else
