Someone has hacked into my phone and they are stealing my credit card information and they’re buying credit cards and spending them an Apple Pay

A non-jailbroken phone cannot be hacked. it Sounds like your Apple ID may have been compromised. Change your Apple ID password and enable 2 factor authentication. Notify your bank about the credit card issues.
