iv been offered a iPhone out of warranty replacement for a iPhone 11 the cost is £369. What will I actually get for this? Is it a brand new phone? Is it in a box the same as I would get going into a shop or a blank box? Does it come with any warranty?

You will get a service replacement. It may be new, or it may be remanufactured by Apple. There is no way for you or anyone at Apple to tell the difference.
