I've also had this problem. Apple has been no help. I have confirmed that I am signed in to the same account on both iOS and macOS, yet my most recently purchased app appears only one one and not the other. I have signed out and re-signed-in and rebooted, but the apps simply are not syncing. It's very frustrating that there seems to be no way to report bugs like this to Apple directly.
