That is a global text size setting for the entire iPad/iPadOS UI.
Not just for the Notes text size setting.
That will changed the text sizes in Safari, Mail app, any other affected Apple apps, possibly widgets and other iOS UI features that get affected by that global text setting.
There is NO dedicated, specific font size setting feature to just the iOS Notes app!

Display & Brightness, adjust the slider thingy in Text
Here is a very simple example
Normal text size in the Settings app BEFORE any text size changes using the text size slider in Displays & Brightness.
Text in Settings app AFTER using the text slider to Maximum for larger text size in the Displays & Brightness settings.
Get it now.
This is the Settings app text after maximum enlargement of text using the text size slider in Display & Brightness setting.
That slider affects text everywhere on your iPad.
Even affects text sizes in drop down Notifications panels and any other type of drop down or pop-up menus.
I explained what “global” means in this situation.
Anything on yout iPad that is part of iOS/iPadOS and uses text will ALL be increased or decreased in text size.
AND I explained what apps and UI elements you may see this changed text size in.
“Global” means different text sizes across anything on your iPad that is part of iPadOS that uses text.

You may easily see this text settings change in all of the text in the Settings app, for an easy example.

Thank you. I don't know what global setting entails, but I was able to change the font size by adjusting the "Text" slide bar under Display & Brightness.
Without techspeak, I simply went to the "Setting" and via Display & Brightness was able to change the font size. Your answer was good, but TMI for me.
Okay simpler explanation.
The Notes app is not the ONLY place on your iPad you will see a text size difference.
