I just bought a new Apple Super Drive, connected to a USB port on the iMac, but it won't accept a commercial DVD, just ejects it. System software is 11.4, up to date. Any idea why the discs (Gotham, from my local library} won't load?

Then if you can not get it working? Return it for a replacement and/or different brand.
Can you tell if it spins the DVD and attempts to load it before ejecting?
It is possible the DVD itself is defective/has been damaged.
Do you have any other DVDs -or for that matter, any other optical discs- that you can test the device with?

I've tried 3 different discs from the first season DVD box, also a music CD, same result, takes it in, no spinning heard, immediate ejection. I've also tried different USB ports with the same result. Also, the DVD plays normally in my Blu Ray player.
Good, you are trouble shooting this well.
It is possible that the unit itself is defective, if it is brand new.
Sorry to ask this, but just want to verify, are you confident you are inserting the DVD label side up (up being the “top” - the aluminum finished side - of the disc drive)? I ask this in case you were using the Drive as I do, in a vertical configuration.
