Because both Pencils use different charging and pairing methods/procedures.
Your iPad Mini 5 uses the original, 1st gen Pencil with the chromed, metalised top band/cap and lightning connector protective , magnetic cap.
Return this 2nd gen Pencil and purchase the 1st gen Pencil, instead.
