Can I block outgoing calls on iPhone?

Have a 94 year old parent that has gotten involved with a 49 year old woman and being taken advantage of. Have blocked all of the numbers that she has used incoming. I need to keep him from calling her. Can I block out going calls to all of her contact numbers?
