Live Photo turned off. Photo option selected. At moment of touching shutter button, the red video record button turns on. 1 second later the screen reverts to photo interface but the pictures is a one second video.

Thanks. You’re probably right. This is happening to my wife. Camera routinely doesn’t respond to her touch so she’ll long hold the shutter button in an effort to get the picture. She didn’t trigger the Quick Take feature with her X but it happens constantly with her new 12Max.
You are welcome! And you're right, she didn't see this with iPhone X, that iPhone was released in 2017. The QuickTake feature didn't come out until iOS 13 was released in 2019.
