Apple watch 3 and water damage

My Apple Watch suddenly stoped working (the screen won’t turn on and if it does it is all snowy). I was told that it has been water damaged. How does water damage happen when a watch is suppose to be water proof? I had to buy a new watch because i was told it would be over $200 to repair. Why advertise something is water proof and can be used for swimming etc when clearly it cannot

Nowhere does Apple claim the Watch is waterproof, they accurately state it is water resistant but keep in mind water resistance fades over time. Before it got wet did you lock it and then eject the water afterwards?
