My New Apple Watch won't charge. I held the dial down for 10-15 seconds and it has no lightening bolt.

Did you try forcing the restart as well?
Press and hold both the side button and Digital Crown for at least 10 seconds, or until you see the Apple logo.
If the issue remains, best to contact Apple Support then.
