My iCloud account is disabled and I don't remember my security questions. The only option left is through email and whenever I log in to my account it says the account is disabled. how to check email for instructions to unblock an account?

Yes, I am using email @icloud.com. Whenever I try to log in, it says the account is blocked. I need to log in 1st to unblock it. I don't know how to solve this issue. Screenshot attached
