Ring volume changes after 1 ring ? (iPhone 12)

One of our users has the ring volume up loud, but after 1 ring, the ring volume goes down.

The iPhone is not connected to headset or anything else.

Is that a bug or a feature ? Can we change that somehow ?

Settings>Face ID & Passcode>Attention Aware Features = OFF

When done, restart your iPhone.
