Pairing my applewatch with my new Iphone

Hello,

I lost my Iphone (iphone8) and I bought a new iphone (iphone11). I have an issue with my apple watch now. I can’t connect my apple watch with my New iphone.

Eventhough I reset my applewatch, still when I try to pair my phone and my apple watch, it gives me this error:

your apple id cannot used to unlock this applewatch

moreover, I cant change my setting on my applewatch directly. It says please continue setup on iphone. How I can fix it?

iPhone 11, iOS 14
