You will have to restore using a computer. Do you need to install iTunes?...

Update to the latest version of iTunes - Apple Support

Instructions for the restore...

If you forgot the passcode on your iPhone, or your iPhone is disabled - Apple Support

If you have no computer, you can always make an appointment at the nearest Apple Store for assistance.

Find a computer that you can use, maybe a friend or family member, or make an appointment at an Apple Store or an Apple Authorized Service Provider and ask them for help. You must use a computer. There is no way around it.
