Delete apps from the App Library

How can I delete Apps from the app library of an iPhone 12 Pro Max? The iOS is 14.6. The posted instructions for iOS 14 doesn't work.

If you are using Screen Time, go to Settings/Screen Time/Content & Privacy Restrictions/iTunes & App Store Purchases - Change Deleting Apps to Allow.
