Problem with in app purchase

An app I have a subscription for is telling me to contact iTunes over an in app purchase I’m trying to make. My Apple ID and card work just fine.

No idea about that, but I'd try contacting iTunes Store Support Team and explain your problem, using this link:--> iTunesStore & App Store – Get support for various issues, and choosing: your country, then Apple ID, then iTunes & App Store. If your problem is not among the options shown there, tap/click on the option “the topic is not listed” and describe your issue.
