Want to change country in Apple Id

In current apple id why cant i be able to change my country to bangladesh while new apple id opening offers to have this county?

Are you trying to change the App Store/iTunes to Bangladesh?

Apple doesn't have an App Store/iTunes in your country.

App Store, iTunes Store, and Apple Books availability.
