Facetime on iphone 12

I bought the iPhone 12 UAE version and currently using it in Pakistan. However, after several attempts trying to activate facetime using different methods. It is still not activated. I also contacted the network provider but there was no issue from their end and I also tried to call apple support many times in Pakistan but its not reachable. Please advise.
